For "spawning",google and get Simple Native Trainer. As for the SultanRS and Hakouchou/Harley Davidson police vehicles,the Sultan mod is by Lt.Caine on GPM and the bike mod is by Britishpolicemods aka "James2012" on this site/Chasez.Again,use google in your favor.

ITS OFFICIAL 0.6 is confirmed not working with Police3 and PoliceB.After 5 days of testing it on both EFLC and IV,I have concluded that the major difference between 0.5 and 0.6 is that 0.6 doesn't support Police3 and Police bike slots for spawning.Hope this will be fixed in 0.7,cuz I'm reverting back to 0.5,now. EDIT: Just spotted a Securicar dropping a security guy across the street.Then he drove away.

You tried reinstalling? Still doesn't work? I recommend you delete each and every file related to IV on your computer.Just save you savegame,if you want to,but it is recommended that you get rid of every single trace of IV from your HDD first which includes deleting directory folder to windows registry.Then,uninstall it fresh.Its a 99.99% possibility that it would start working,again.

I twice had this problem.It turned out that: It was the new version of EPM mod It was GTA:IV's launcher.exe in my EFLC directory The game sometimes get confused if you change/add something "weird" in the directory.Dunno whats it in your case.
