When approaching a stopped vehicle the game drops massive frames. Did not lag without traffic policer. Is there a setting I need to change? Thanks. As soon as I get to my cruiser it doesn’t lag. 

I'm actually having the same issue, and was in the process of weeding out plugins it could be.. Honestly I think we'll have to wait til Albo updates his mods and such, for that to go away.

if you have GTA patch 1180 backup, i'd suggest you to roll back.

GTA patch 1290 + RPH .61 is not yet stable already.

Figured as much!  Thanks @Pazzi. I was having the lag as well on a traffic stop, it was mostly due to some traffic policer I believe. However (before RPH 0.61) I installed albo1125 common and it seemed to fix the lag for me.
