The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Order a suspect down to his knees

I've seen some (older) LSPDFR videos where the player ordered suspects down to their knees as opposed to down on their stomach. He then continued cuffing them while they're still on their knees. This animation is used when you're getting busted with one star as well. I've commented on these videos, but have yet to receive a reply.

Is this something that was featured in an older LSPDFR version and has since been changed to the current arrest? Is it a plugin I haven't found yet, or am I simply missing something?

I really like this feature, because sometimes forcing suspects to get down on their stomach is a bit overkill. Would be nice to see a possibility to choose between the different 'arrest styles' based on the situation. 

 

Also, I'm sorry if this has been asked  and answered before (tbh I found one topic started in 2015 regarding something similar to this).

The kneeling animation is something that was in older versions, and is currently only used for AI arrests. I don't quite know why it's been changed, but it may very well be changed again in the future.

"Get out of the vehicle and put your hands up! Walk backwards, get on your knees" -> Move in to arrest OR "Get down on your stomach!" -> Move in to arrest.

Well there aren't any voice lines or animations to suit that exactly. I thought more of a quick action menu that pops up during a gunpoint arrest that'll trigger the animation you want.

Well to be honest the only time I know they go to the ground is when you pull your gun then hit "E" which is very close to real life. The other time when you don't have your gun drawn the officer just goes up behind the perp and grabs his arms.

Perhaps a more user-friendly option for this would be a variation on the holding E for arrests. Say, Press E to do a standing arrest, hold E while he progresses through the animation till he gets to his knees then release to do a knee arrest, or hold E all the way till he's flat on the ground for the normal ground arrest.

STP is not needed. You describe the default arrest sequence in native LSPDfr without any plugins loaded, however the officers position is important:

That 'left-position' is what causes most griefs
