Perhaps a more user-friendly option for this would be a variation on the holding E for arrests. Say, Press E to do a standing arrest, hold E while he progresses through the animation till he gets to his knees then release to do a knee arrest, or hold E all the way till he's flat on the ground for the normal ground arrest. 

Should more be of an option to pick what the suspect should do. Tell him to drop to his knees, stomach, ect. There are loads of arresting animations, but nobody's doing anything with them.
