Alternative to Visual Studio?

there is visual studio community edition the full version of visual studio for free for vs 2015 & above.

I admit I have used the community edition before when I could get the enterprise version from my college dreamspark and the community edition<->enterprise version aren't that different.

There's MonoDevelop and more promisingly Rider from JetBrains. https://www.jetbrains.com/rider/?fromMenu

 

I have used these extensively but not with making RPH plugins, so I couldn't tell you how they perform in that regard but are they are decent alternative .NET IDEs.  Unless you have a reason not to you should really just go with the free Visual Studio though.
