You need GTA4 installed and updated to 1.0.7.0. Just download lcpdfr from the downloads section and install.

Either Grand Theft Auto IV or Episodes From Liberty City, both will work.

You don't need to buy it from a retail store. LEGAL downloads (e.g., Steam) will work just as well.
