Well for me i'm not taking any side, saying if it is true or false.

Only thing i'm worried about is if it will only be accessible in GTA online, maybe the player gets on a plane and then you go to Liberty City?

A picture was also released by a Rockstar dev showing an image of a park that is very similar to the one in gta iv, but this one has similar graphics to gta V. The fact that Rockstar took it down may mean that something is coming up and they are trying to hide it.

This. Basically, a Rockstar artist recreated a small scenery from GTA IV with the GTA V engine, without precising why. It could be a marketing thing to draw attention, or a hint at future content release. Or neither.

Even if it's just online, people will always manage to bring it to the single player, like all the rest.

Well the little hill has a totally different shape so this is a part of Liberty City in GTA 5 or with the engine.

I mean if we look at the buildings in the background they are kind of similar to the hotel in GTA IV.

 

They also have the same elements (2 bushes at the bottom of the hill)

And the light on top of the water is at the EXACT same place

And there is the little panel with the buoy on it

It's been posted by a Rockstar employee, and I highly doubt they'd bother themselves just updating the GTA IV engine a bit to take a screenshot. Besides, the hill and the trees have completely different shapes, meaning they've probably been remodeled, and the water texture and physics look pretty similar to the one of GTA V. The textures are also from GTA V, so...

It's a rumor. That's all I think of it.
