What is this and why is it here, I post almost in batches, so having to wait on a few topics for a minute or two is quite inconvenient. 
Also, isn't the IP Address thing a bit crazy, or are the DDOS's getting worse?

Pretty sure it's to prevent spam, like the one that happened some time ago but we're not supposed to talk about.

Yes, very. 

Seriously though, it is there to prevent spam and as far as I know it isn't something we're going to change. "Normal" posting doesn't warrant that kind of extreme frequency, in my opinion. 

Normal posting when I've been on 2G for about 5 hours and have the urge to post... But if it's there to remove spam, it's okay, kinda-ish.

I'll reconsider this soon - it was mainly to stop a lot of the south korean spam a while ago.

The IP address thing?

Where the amount of requests that a IP can have is limited, I can understand if DDOSing or whatever is getting worse, and it isn't exactly a life breaker.

The limit is 2 requests/second, with a queued burst of 5 -- which only impacts requests which hit our backend server (so not cached resources).

This shouldn't impact any legitimate requests. I do realize that some pages which have a lot of linked downloads/gallery images are having issue with this, but a fix is in progress.

Umm, whenever I link all my notifications, no matter what they are, download, support topic, anything, it will occasionally show too many requests from this IP. No VPN or anything.

So this happens when you open multiple tabs from the notifications then?

I can second this. 

About the post limit thing; I think it's definitely a good idea, but seeing as it applies to everything from PMs to download page comments, I would really appreciate it being removed if a user gets above a certain reputation, for instance. I tend to wake up to 10+ notifications and various PMs per day and having to wait every time before replying does get annoying sometimes (especially as the time limit resets if you try to post when you can't).

It now shows this instead:
you are sending too many requests - excess requests are being dropped

oh look, I got the new posts within a short time frame thing again, oh boy!

Unfortunately with recent attack patterns, I cannot loosen request restrictions. A simple refresh after the excess requests should be enough to reload the page correctly.

I've slightly loosened the time you have to wait between posts, from 60 seconds to 30 seconds for autoconfirmed members.

Okay, thats a bit better.

Could you not use reputation, combined with account age to loosen the limits? I.e. accounts over 12 months old with at least 300 rep?

If you're talking about request limits, no. Those limits are imposed by our frontend servers, before it even talks to our actual server.

Ah, didn't read properly. I realise what you mean now.

If at any point, the request limit and/or posts in a short time frame limit are removed, can you post here just so I know for sure?

@Albo1125, a way to get around the post limit seems to be refreshing the page, tried it a few times and it removed the counter.
