Is it possible to change what siren is used on a vehicle (i'm not talking about installing a siren mod to change the sound files)? I would love it if I could use the Police/Police2/etc siren on FBI and FBI2 Slots. If this is possible what file needs to be edited?

This is possible. All you need to do is change the "<audioNameHash>" line under the vehicle you want in the "vehicles.meta" file found in C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\update.rpf\common\data\levels\gta5. 

For example, I have a CHP vehicle in the "policeold1" (North Yankton SUV) slot and I have a CHP siren in the FBI siren slot. All I did is change the "audioNameHash" line to <audioNameHash>fbi</audioNameHash>. Now, the CHP siren plays in that slot, and I still have a SmartSiren for the LAPD/LASD cars I have installed. 

Changing the <audioNameHash> also changes the engine noise of the vehicle by the way.

have you extracted it to the desktop for example and used notepad to make your changes. then resave and import back in????

Does this also work for ELS vehicles or do we have to change something else for that? I have TheHurk's 2017 CHP pack and I put the CHP vehicles in the Sheriff Slot, I want them to have the FBI siren. I followed all these steps, yet no FBI siren plays, just the default POLICE siren.

Unfortunately, it won't work for ELS vehicles (yet) because, the Siren strings for FBI, Sheriff2 and PoliceB are unknown.

I tried doing this for addon firetrucks I have. I tried FIRETRUK, FIRETRUCK, firetruk, and firetruck, none of those worked. Is there different name that I need to put in?

It should work completely fine with that line.
