I would like to ask if it is possible to create an update for xbox 360 which will be downloaded from the in-game xbox 360 store.If such a thing is possible,then the ones who have PC could download the mod from the site and the ones with xbox 360 could download the update or mod from the in-game store.Please let me know if such a thing could be done or not.Thank you in advance.

LCPDFR and LSPDFR will never be mods for consoles

They will only ever be PC mods

 

This will most likely never happen.

Due to the complex coding involved in getting it to work in the first place making the mod for consoles is impossible, as stated by the developers before.

This will never happen unless the 'mods' are directly ported through a specific developer in question. e.g being what Fallout 4 is trying to achieve, although mods in that regard are going to be nowhere near as technical as LSPDFR/LCPDFR are. 

Keep in mind that the Xbox Live store is just that, a store. A store meaning that you don't really have any other obligation to browse the store unless you plan on buying something, or unless something happens to be released free by MS. Releasing a mod in the Xbox Live store would require the mod to be payware, which it'll never be and if it ever does become a paid mod, then that should be dictated by the LSPDFR team - not Microsoft whatsoever. 

Plus, mods are what make PC so unique in the sense of community and as an overall platform. Something that, for all intensive purposes should be exclusive to the PC. 

Won't ever happen.
