Did you follow the steps below?

From the rage plugin hook forum:

If you're having trouble starting RAGE Plugin Hook here's a list of things you should try before posting a new thread.
After each step, try to launch RAGEPluginHook.exe again.
 

1. Kill Fraps.
2. Right click all .exe and .dll files that comes with RAGE Plugin Hook, click Properties, then click the Unblock button.
3. Run RAGEPluginHook.exe as Administrator (Right click > Run as Administrator).
4. Uninstall any other mods that comes with .dll or .exe files (All, or one by one, to identify which one is causing a conflict).

IMPORTANT NOTICE ON USER ACCOUNT CONTROL
If you have UAC (User Account Control) activated it will interfere with the launch of the game. (UAC is the popups you get, where the background tints and Windows asks you to answer Yes or No).

The solution is to either disable UAC (Which is not a problem if you have a proper anti-virus (If you don't, I'd recommend Avast)).
If you don't want to disable UAC for whatever reason, you'll have to run the game manually, as admin (Right click GTAVLauncher.exe (for Steam version) or PlayGTAV.exe (for the retail version) > "Run as Administrator".
Then once the game has booted (when the Rockstar logos are playing, or any later point), run RAGEPluginHook.exe as admin (Right click > "Run as Administrator").

Damn seems its the D3D11,if your game don't load at all, then that's your problem, am not good at fixing problems , but I will tell you one thing, I really wish you can play this LSPDFR also....I had that same D3D11 problem with my game, which was after I tried different stuff, I had to reinstall the entire game ....I will say search on online the error message you get, someone out there differently has that same problem.

Is there a chance your GPU doesn't support DirectX 11?

I just installed microsoft silverlight and it says I have DirectX 11 but in my GTA graphics proprieties the highest I can go is DirectX 10.1

I actually figured out my problem so im all good now :)

I installed all files except "licenses" and "SDK" via the instructions and ran RageHook.exe as an admin and hit F4 in game but nothing pops up. I have the latest release as well. Can I have some help before LSPDFR gets released.

Do you have all other requirement needed to run the game and the rage hook?

If your ragehook crashes after the loading screen, try installing this version of ragehook into your default GTA folder. http://ragepluginhook.net/Downloads.aspx

Rage hook not work in Windows 10?

i have GTA V from CD version and i don't have GTA V in steam. i installed everything it said in LSPDFR manual and i follow the video tutorial for the installation. But when i launch Rage Plugin it opened the steam and look for the game. Can you guys please fix the problem...

I was playing now LSPDFR, and I quit my game, and started again now and I can't launch it, ragehook crash on startup, I have laters version of everything, it worked i just restart the game... hmmm

I'm posting this so people know, as I had the issue in which the console does not appear when you press "F4" and I managed to fix it on the latest release of both RAGE and LSPDFR. Essentially all you need to do is make sure your RAGE config file looks the same (or similar) to mine. You can do this by editing it with Notepad or something of that sort.
Hope that I managed to help some people who were having this issue.

Glad to know. I've been working on this issue for about 3 days now. One moment my LSPDFR and GTA V were running without any issues. Then one day I went to play and now I haven't been able to get RageHook to load the game like it used to. I just get an infinite loading screen.

The suggested fix of start GTA V without Ragehook, ALT-TAB and run RageHook works to get LSPDFR and my mods loaded, but after about 10 minutes on patrol the LSPDFR plugin will crash. 

I have not changed anything with my LSPDFR/GTA V install. We're not allowed to ask for support with RageHook which is clearly the problem, instead we're directed to their forums which are an utter joke, mostly down 90% of the time. I even resorted to using the IIRC chat or whatever function, which was equally as futile, as it was bunches of other people screaming for help and ignoring each other. I offered up some fixes for people having the F4 Sans Console issue, and didn't get any useful help in return, gave up after 8 hours of working on the problem at that point. I've been working on this problem since then off and on in my spare time.

I got a clue for you, I used to have a problem similar to yours, all I did was run the gta v setup that was included in the folder when you download GTA V, click Repair, that should help And the most part was I figured out that if you have a folder in your GTA V called "Mods", were you  go to edit your GTA V. . Delete that folder, YOU CAN CREATE A NEW ONE LATER AFTER YOUR GAME LOADS, and lastly take out all your Lspdfr files including Ragehook, then install them back go on ragehook website and download the latest rage plugin hook, override the lspdfr ragehook files in your GTA V
