I actually figured out my problem so im all good now :)

I followed all the steps everyone listed but my console wont open I am running windows 7 x64 

Most police deaths are traffic related, whats stopping them from fixing this issue? Is it just assumed that a certain number of cops are going to die on the side of the highway, or is there anything we can do?

Well for one people need to learn to drive, some of these people I see on the roads should have never passed driving class.

Very true...what a (literally) senseless loss.

I'd like a better description of the vehicle and maybe a photo of it as well, so that we can see how this could have happened. Where was the officer standing? How fast was the car going? How did the driver not notice anything at all? You don't just drag a police officer under your car for miles it just doesn't seem possible. A real tragedy nonetheless and condolences to the family. 

Wow, it does say on that article that the info is unreleased about why he didn't stop early, maybe he didn't even know.
Hope for the best for his wife or other family and hope they can pull thorough this.

Every 53 hours, an Officer in The United States is killed or injured in the line of duty. Just the other day on Sunday morning at 2am, Officer Justin Winebrenner of the Akron police department was killed while he was off duty. Officer Justin Winebrenner got involved in an altercation with an unruly citizen at Papa Don's Pub on East Market St, which later led to the man pulling a gun on the Officer. Officer Justin Winebrenner was struck once in the chest and suffered a fatal wound while the other officer suffered a non-life threatening gunshot wound. Three citizens were also shot and wounded.

One of my Neighboring county's got good news today, as the Baltimore County Police Department say they Thwarted a potentially tragic school shooting Situation... this most likely wont make national news so i just wanted to spread the good news of great police work

I'm sure most of us who are from Maryland are very happy to hear this news like i am especially after the Perry Hall High School shooting in Baltimore County only 2 years ago.. and Judging from what they said this kid had in his possession this could have been much worse.

So my problem is when I request backup the AI show up to assist. But when I radio into dispatch that I'm clear, the AI backup "blips" stay on the radar and randomly drive through out the city. Any help on to having the blips dissapear after the call would be appreciated. Thanks

its a uniform mod but I have tried to use it but it comes up with that error messige but im going to try removing my script mods OH would additional callouts affect it

I installed a plugin for lcpdfr its a few additional callouts

well I don't have any other mods installed I have script mods does that affect it

I did what you said on the top my game is valid I bought it off steam I have the net framework and Microsoft visual but the same thing happened I run the game go to the police station go to the uniforms go through them until I get to the state trooper when I get there the game crashes bringing up the error message gta iv fatal error out of video memory please reboot your system
