Pretty much everyone creates textures for free, i have never seen anyone being paid for making textures. Submit a request on the Forums (the link GTAIVCode3 supplied) and wait until someone is willing to make it! =)

If you want to me reply as soon as possible, then either quote or @CouthInk4  me as i'll be notified, a general reply will not notify me

    No one on this site is allowed to charge for anything. The only form of payment allowed is a donation to that user if you truly like their content in the form of the donation button on the download page. 

     

    As stated above, just make your request and there are several of us (including myself) that will create it for you.

    I have yet to see anyone actually charge for them. If that did happen, it would be a first for me.
