    Since I see that no one has answered, I figured I would. As far as I know, and have seen the LCPDFR statistics system has been down for as long as I can remember. It's not an issue with anything that you have done. There are also some other programs that can save your statistics if you really wanna see what's going on in your patrols.

    It appears to me that its looking for the audio part of LCPDFR to begin dispatch but cannot find it. 
     
    Try to locate E:Program Files (x86)SteamsteamappscommonGrand Theft Auto IVGTAIVlcpdfrAudio
     
    if its not there or has been modified, thats the issue, or otherwise right click on it and see if it is marked as read only, as i had that issue in the beginning.

    I seem to have solved this issue recently as i just played LCPD:FR for over an hour before anything crashed. 
     
    1: Go into your GTA directory and right clock on the common folder, and untick read-only.
     
    2: Do the same thing to both the scripts folder and the entire pc folder.
     
    3: Sucess.
