To be honest when you get the hang of it, installing mods is a breeze.

It just takes a little time to learn. Like when I started I learned most of the things by myself through tutorials and what not.

I'm going to have to agree with this, a few years ago I started to want to mod GTA IV. The only issue is I had no idea how. I would stare at mods and have no idea how to install. Like Ketan said, just watch some tutorials and you'll be fine.

Man I am just starting out and this mod stuff just hurts my head.  I want some cars and ELS but everything points to installing OpenIV and when I tried to do that my PC luckily blocked the virus that was with it.  Not sure if I trust that program.

 

Is there another way?  Do you have to have OpenIV to install mods?

Antiviruses block programs that they think could be a hazzard.. It's called a false-positive. There is nothing wrong with OpenIV, or SparkIV (another program that can be used to install mods into GTA 4). Just disable your antivirus while using OpenIV.

 

Also, like others said, watch tutorial videos on YouTube, thats how everyone else learnt to mod GTA. It's confusing to begin with but once you get the hang of it, it becomes a lot easier.

Well... I would agree with you but it also came with a bunch of pop ups and spyware/malware.

I blame this on the site (rage) mostly. I may try to download from gta4mods or here if I can find it.

Haha that's the site that bombed me with spyware/malware and pop ups. I hit the green download box at top and all Hell broke loose.

I don't think this would be a great idea.

 

Having ELS and a police starter pack integrated into the LCPDFR installation would not be necessary. 

 

Some people play LCPDFR without ELS and some play without modded police vehicles. Also it's not that hard to install ELS once after installation of LCPDFR and a couple of police vehicles. Unless you are lazy to install it yourself :P lol.
