I just typed PPM easter egg into google and brought me to an LCPDFR thread that explains that it is an easter egg inside LCPDFR whereas if you type PPM into the police computer while on patrol, everyone is armed with RPG's and just causes mayhem across the city. Never experienced it myself but it is still able to be done I think, but I'm not going to try it.
