Yes.

Yes they do but they are quite rare. They are usually obvious when they occur though, listen out for the "Pull over asshole" megaphone voice, if you hear it, look in the direction the sound comes from and you will see an AI cop pulling over a car, LCPDFR style.

Those two are hardcoded to spawn there by GTA IV and have nothing to do with LCPDFR.

Yes, yes there are. They are pretty rare, but you come across them every now and then.

I have yet to come accross one. EVER. (The LCPDFR spawned ones, I have seen the game ones). I think they should increase the frequency lol
