All you need is Hazard's save editor!

 

 

1st Step: Get the first outfit in the outfits section of Michael's wardrobe.

2nd Step: Go to the Vinewood Mask shop and get the hockey mask.

3rd Step: Save the game wherever you want, then put the save file on your USB.

Now, you open up the saved file and edit Michael's outfit, be sure that it's Michael who you have saved on. The next values must be changed:

(Shoes) 0x14: 0x00000001

(Top) 0x11: 0x00000006

(Pants) 0x12: 0x00000006

(Task/Dutybelt) 0x17: 0x00000006

(Rank insignia/Patches/decl) 0x00000005

(Hat, must have the hockey mask on to show up) 0x28: 0x00000009

EDIT: in your pic he doesn't seem to have patches, can you choose to and not to wear them? And what rank patches are they?

I don't have a picture with his hat sorry. No, I don't think that Trevor has the uniform. But maybe I'm wrong, I haven't tried it.

 

Yes you can add them. I forgot it, it looks way better with patches. 

Well I might have some bad news, Trevor doesn't have a top for the LSPD uniform, the rest is all there but not the shirt.

 

Anyways the hex for the Rank insignia is 0x18, the value you need to put is 0x00000005. I'll post o how to get Trevor's fireman outfit later.
