To me it seems like a dumb idea. Not as much you can do with nfs as you can with gta4.

You're apparently under the impression that you can just MAKE a mod for any game and it doesn't take much time or effort. That's not the case.

I assume you're talking about the recent Most Wanted?

 

Yeah, not possible. There's only so much you could do when restricted to a car.

 

And you can technically already be a cop in the game, there's a car changer that lets you drive any of the cop cars, thats about it though.
