So I figured it out. You have to update your UPDATE.RPF file. If you open the OPENIV and hit the edit button, it automatically gives you an option to update the UPDATE.RPF file. You press it and then you are all good. Try it out and lemme know.

No, very little has changed within RPH that would affect the majority of LSPDFR plugins. The problem is for those who use a mods folder. The mods folder injects the modded files into the game after loading. The problem occurs when users have old versions of various archives in the mods folder. this results in the game crashing because the mods folder injects old game files into a newer version. the files in the mods folder need to be updated.

I have the same issue and i don't have any plugins other than LSPDFR and RPH 0.40. I have only just reinstalled GTAV to see if that would fix it but unfortunately it didn't.

if youre using CalloutsV, that one hasnt been updated since February 3rd.. I am not sure but try and take that one out... Im not sure if the old versions (says works with 0.3b) are able to be used in 0.3.1  (someone more experienced can tell you if its ok, please dont rely on my comments)

Don't think so. Callouts tend to have spawn points or requirements, so if you happen to stand near one, it'll spawn there.
