ELS speed is dependant of your FPS, Higher FPS means ELS speed will be increased, Lower FPS means ELS speed will be decreased.

To make FPS faster, you need a better PC!

It's only possible to slow down ELS lights in the config file.

 

The only way to "speed up" ELS lights would be to increase the framerate, either by upgrading your PC or by turning down your graphic settings.

It could just be that your pc isn't strong enough, but I'm guessing you have a pretty decent one.
