an OIV file is just a .zip, basically. You can extract it with winrar or 7Zip like a normal archive.

Oh, neat. I was trying to extract it/open it with Open IV but I think I was failing at doing so. I don't know if I'd know what to do with the files inside without any distinct directions. Any chance you know how to assist me with my issues in my other, longer post?

Slightly-Related Information:
I have a background in IT and I'm yet again embarrassed to say that modding GTA IV or GTA V are two things that's always intimidated me, for whatever reason. Skyrim is about the only game I've had trouble with because of all of the overwriting and room for error. I have no problem modding other games, from ARMA 3 to Fallout 4. I even remember, somewhat, installing mods on GTA III when I was younger. I've never used OpenIV up until today, though I have used LSPDFR and other 'script' mods with and without the mod manager.

What I Did:
This morning, I tried adding cars to GTA:V for the first time. To my relief, it didn't make my PC explode. The first mod I installed was an oiv installer, which I didn't see in-game (I now know this was because I replaced the Buffalo and not the vanilla CVPI, I believe) but I did see the lighting effects on the vanilla CVPI and other vehicles which I'm not sure I liked or not but I digress because I uninstalled the mod as to avoid OIV's in the future and any conflicts that may arise . I successfully manually installed two mods, one being F5544's 2012 Ford Police Interceptor which I even took the extra step to install the 'extra' clear lightbar. I was rather pleased with myself and moved on to replace the vanilla CVPI because it looks rather wonky to have one vehicle modded and no others, let alone one police vehicle that's not even the most common police vehicle. 

Obviously, I moved on to Bxbugs123's 2011 Crown Victoria LASD/LSSD.
 I couldn't quite get the extraction of the files from the provided oiv to work, so I thought 'what the hell' and installed it via the provided oiv installer. Knowing I'd need at least an LSPD version, I just happened to come across your amazing textures and downloaded them with confidence but came across several issues before finally coming to the final issues:

After making a copy of four of Bxbugs123's files, I placed them in  "\Grand Theft Auto V\update\x64\dlcpacks\patchday4ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\" where I thought the files were needed and renamed all four of the "police4" files at my disposal to just be "police" as I figured this would replace the vanilla CVPI. I then replaced 6/8 of the textures in the YTD, the last two being Park Ranger liveries that I thought were unnecessary, and loaded back up GTA:V. I haven't installed a trainer or even LSPDFR as to not get ahead of myself and actually tackle this dream of mine so I rushed over to the nearest station and saw a couple of 'slick-top' LSPD Crown Victorias using Bxbugs123's model and your texture. At first I thought they looked amazing but I immediately realized that it was unlikely I got two 'slick-top' CVPI's to spawn that I didn't know were a part of what I downloaded. Well, as you can imagine, the cars were just missing their lightbars and the lighting was all sorts of misplaced around the vehicle, with the lights of the light bar being in the interior of the vehicle.

So, a tl;dr and a few questions if you can bother to do more than just help me get this working:
I installed Bxbugs123's Crown Victoria via his provided oiv, I then copied Bxbugs123's files to " \Grand Theft Auto V\update\x64\dlcpacks\patchday4ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\" and renamed them all from 'police4' to 'police' before replacing the textures and deleting unnecessary ones. I then had no light bar and misplaced lights.
1) What did I do wrong?
2) How would I go about installing each of these liveries individually - or is that not possible? I wondered where all of the vehicles are located and how they'd all go to one police model and know which area's CVPI's to apply to so I only tried the LAPD textures.
3) What does 'OSS' stand for? (When I installed Bxbugs123's Crown Victoria, I used the OSS version. I didn't think it stood for open source but I could be wrong...I believed it to have extra features and blindly took it.)
4) Do you have any tips for me or anything to add that may give me a 'ah, I get it now' type of understanding to all of this? I'm under the impression, based on the number of people that do this (even streamers/YouTubers that don't seem to have the most technical know-how), that I'm way overthinking this or overlooking something extremely simple.

Okay, I'm not really sure what OSS stands for, but in this case it means unmarked. That is why it's meant to replace police4.  So unless you want an unmarked slicktop replacing 'police' you shouldn't have renamed the files. 

1) you need to place the carvariations.meta file in update\x64\dlcpacks\mpchristmas2\dlc.rpf\common\data for the sirens to look correct. But since you renamed the model files, you're going to have to make an edit to that file and change police4 to police. You've basically made this way more complicated than it needs to be.

2) liveries are just png files that you replace in the model.ytd file. In the case of this mod you replace the vicz_sign_xx in the .ytd file.

3) See above, but it signifies it's an unmarked unit.

4) Just extract the .oiv file as I mentioned, and put the carvariations.meta in mpchristmas2 as above and the vehicles.meta in update\common\data\levels\gta5. Again though, if you keep it named as 'police', you're going to need to edit the carvariations.meta and change police4 to police.

One more question and a couple of more thing I'm not necessarily understanding:

1. As far as liveries are concerned, there seems to be 6-8 texture files for each police vehicle. This mod and some others comes with several, location-specific liveries? Does the user typically swap out liveries based on where they intend to patrol or how do you specify to the game that, for example, the Paleto Bay livery appears on Paleto Bay deputy's CVPI and the Blaine County livery appears on the Blaine County deputy's vehicle if the game only specifies a difference between county and city liveries by default.

2. If the file I downloaded said OSS, I'm guessing that means it comes with an optional unmarked unit since the file was much bigger than the non-OSS version. Or did I mess up by downloading OSS and that's why my vehicles appeared as 'slick-tops'?

3. As far as editing carvariations.meta, which thankfully you've told me -how- to extract and -where- to put it, do I need to copy the entry for 'police4' that's been modified by the OIV installation and find & replace all entries that say 'police4' in this new entry to 'police'? I have a good understanding of code syntax/structure in a general sense, at least as far as things like HTML and general scripting in most games so this shouldn't be difficult. Just download the LASD version, it actually comes with both the OSS slicktop and the normal sheriff car with a lightbar (you can extract the oiv and see this). Or maybe I'm mistaken and it's the OSS version that comes with both. If the version you downloaded has police4 and sheriff model files, that's the right one which contains both.

Basically, unless you're driving the car and select the livery with a trainer, you have no control over which one AI cops will be driving. So to answer your question, you'll see random liveries on AI controlled cars and there is currently no way to govern that (but I think Albo1125 is working on something like that or may have already done it if you check out Law Enforcement Jurisdiction Script on this site). Backup.xml has an option to specify liveries but as far as I can tell, it doesn't work.

So for carvariations.meta, if you want to use this as 'police' and not police4, you need to extract the current one that the oiv installer probably already placed in your mpchristmas2 folder, and change all instances of police4 to police. The .meta file for mpchristmas2 is pretty small and I think the police4 is probably going to be at the top. I don't use oiv installers because I like to know exactly what is happening and what's being edited.

police4 is the default unmarked slicktop unit. I think in the case of bxbugs OSS CVPI he actually does have some skins (liveries) on the OSS model, but it doesn't have a lightbar at all. That's why you see the park ranger skin, etc. If you're okay with that, you can proceed to make the .meta edit and everything is good. I just meant you made this a little more difficult by renaming the model files. Personally, I like to stick with the theme of the game and install my slicktops to police4 and fbi. It's your game though, so do whatever you want, just make sure you make the proper meta edits and everything should be good.

No problem, I didn't understand any of this about 6-7 months ago. There is a great deal of information here though if you search for it, and people here are mostly helpful if you have questions. I will say, to help yourself if you haven't already, use a mods folder, and always make a backup of everything you replace.

I don't think I could've been more redundant in my redundancy lol.. I not only have a mods folder but a backup of my game on my second SSD or exteranl, even though it doesn't take me long to download the vanilla game from Steam.

I feel like an idiot for some of these problems, mistakes, and questions I've had an I'm having. Now I feel bad for the times I face-palmed and shook my head at my friends while helping them install mods for other games, games I was used to modifying or picked up quick. I think GTA has thrown me off with more than file replacing, it's all of the different patch files with vehicle files and modifying text files that cover a ton of vehicles (which gets more difficult the more vehicles I add, it seems).

Now I just want to figure out one last thing but I promise I won't bother you to sit here and troubleshoot with me all day, trying to eliminate some of the unwanted liveries that came with a different pack and now I'm installing another mod that deals with the dreaded and unknown (for me) "flags". I'm gonna give installing these textures another go, I really can't stress how amazing they look and how all of these comments have just been about my own ignorance, but feel a lot more confident after reading through your posts and doing a little more extra-curricular modding.

Once again, all of the assistance is greatly appreciated and I'll do my best to pay it forward.

Edit: Just wanted to add that, while I think I'll get it once I actually go to mess with the files, I definitely agree with you on 'sticking with the theme' as far as slick-tops and unmarked police cars replacing police4 and FIB and I now see how using 'police4' as a model for a car meant to have a light bar would either be wrong or, at the very least, unorganized. I still can't get away from the idea that 'police' is the default vanilla "CVPI" that should be replaced for a Crown Victoria w/ light bar mod. Don't shoot me or get too aggravated, I intend to figure it out along the way but I'm more hopeful now after learning a little more and seeing how easy it is to pick up once you start messing with things.

You can just delete the liveries you don't want from the .ytd, or replace them outright. Flags for vehicles.meta mostly deals with rambars not falling off from running into a trash can, or forcing extras to spawn on that particular model.

Yeah, that's why I replace police with a lightbar CVPI (you can use the bxbugs model, just use the sheriff one and rename it to police and edit the carvariations.meta as above). The best unmarked CVPI for police4 is still the NIGHTKID CVPI model though, in my opinion. No offense to bxbugs. I'll probably never replace that particular model.

Really appreciate all your help once again, I'm starting to get all of this slowly but surely. Working on putting in the LSPD CVPI right now, using these textures with the sheriff model. I'll definitely check out NIGHTKID's CVPI, I was just going to use the unmarked Impalas but it wouldn't hurt to have something different! 

If you do manage to post again, there's one more mystery file I uncovered when unzipping the .oiv that came with Bxbugs' models... visualsettings.dat. I'm guessing that comes along with, again just guessing, the Improved LED mod that comes with it and doesn't need to be modified again?

Sorry for cluttering your texture page with technical support, Krame86 lol. I hope that some of these answers Kilyin has given me will help others in /whatever/ they're having trouble with.

Yeah the visualsettings.dat is bxbugs123 radianceV mod, he just packages it with the car mods. You don't have to use it, but I do.

You'll need to delete texture slot 7 and 8 in the .ytd file or resize all of my textures to 2048x2048. Model has issues when using 8 or more 4k skins, I believe due to the file size.

@Krame86 any plans to make the B&W Swooshy Blaine County skin for the Ford Explorer? I use that style of livery for all my BCSO units but I have to use the red/black one  for the explorer.

Hey Krame, I assume(and pray) you plan to tweak a set of liveries to work with Caperino's new CVPI. He hasn't uploaded it on here yet for some reason so I think that's why I haven't seen anyone making skins for it yet.  I thought about tweaking some myself but since you do skins so well, I thought I would be patient and let you do it correctly. Lol

Is the CVPI Pack_F5544 broken or something? I get an error when I try to open it with winrar.

i use carper's charger and new 2011 cvpi along with that new 13 taurus that came out.i already have your lapd textures and love them. Any chance you'd consider making one for the 13 taurus in the future.. that's the only one missing

In regards to the car not spawning in the game after using your textures, I have done both fixes. Ive resized all your textures to the recommended size AND Ive deleted the two extra livery slots for added precaution and the car still will NOT spawn. Do you have any recommendations? Thank you

Not sure whats going on there, maybe try changing the mimaps in the properties to 1
