I'd say it has something to do with you trying to join a MP game that does not allow mod, it's pretty normal. I would recommend you joining games that are specifically made for modded multiplayer instead :)

Right click the game in steam, click Properties and there should be an option to verify the game files on one of the tabs.

I have seen this issue once before today, and I didn't come up with anything. Hang tight for a patch is the best answer I can give at the moment. In the meantime: Install LCPDFR 1.0 manually, read through the manual to make sure that there are no errors.

Have you been able to play the game before?

Does it still do that without the ENB + car mods?

Not as far as I know, no. You could change the keys to something that is not in use (F1-12) for example. Just be sure not to overwrite any keys that are in use.

You press the PrintScreen button on your keyboard and paste it into paint. Save the image and upload to imgur or something.

Also, please install these http://www.microsoft.com/en-us/download/details.aspx?id=30679 http://www.microsoft.com/en-us/download/details.aspx?id=30653 http://www.microsoft.com/en-us/download/details.aspx?id=35 http://www.microsoft.com/en-us/download/details.aspx?id=5549 (If you haven’t updated GFWL, use this). Running the game as administrator: Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.

Can you try to manually installing the mod?
