  2. I'm open to doing Maine models, but I need a lot more information as I like to be accurate and detailed. Looks like they primarily use Chevy Impala's. Anyone from York County area that see these vehicles in person can pm if you can assist.

  4. I can confirm military installations are "gun free zones". The only people with loaded firearms are the MP's (or in some cases DOD police helping augment the installation security force) and soldiers conducting live fire training. Some bases allow firearms in base housing (after registration but its all dependent on the guidelines set by the Installation Commander). I can remember taking weapons from a reservist who was a federal agent (he wasn't exactly happy about it, but rules are rules). Ft. Hood is a ginormous military installation and handles a lot of soldiers, therefore it makes a very big target for radical Islamic US Army soldiers (my thoughts).
  5. I wasn't aware that any of the peds outside the main characters had been ripped from GTA V, certainly haven't seen the rips anywhere yet.
  6. There is already a free model of the 2014 Chevy Silverado out there and last I checked it wasn't that bad (triangle count). Some parts could be optimized of course. Not sure if anyone has picked it up as a project though. My advice don't buy anything since a model is already out there in the public arena.
  7. I've seen MacDill AFB make several internal Law Enforcement Only notices over the years, so it's a pretty active place. Most bases aren't as secure as the public are lead to believe....

  9. Good luck with Chasez he's not known to respond to pm's and just FYI the harley he converted was not his model. For anyone curious this was the progress on the rear end of this project, for a quick sneak peak (10,000 TRIS).
  10. Motorcycles are probably the toughest vehicles to make. They require a lot of modeling, a lot of hidden details. a lot of time, etc. Most IV models are simple edits of models from other games, to my knowledge no game has had a good Harley Davidson Electra Glide model. That's why I've had to start from scratch for this project.

I have nothing against open carry, but I've always been more of a proponent for concealed carry (which the US should implement federal concealed carry for all states one license required for all). We have open carry here in Maine, but the biggest problem with open carry is the current cultural environment we have today. Most people are ignorant about firearms and only know what the biased media feeds them. The media and schools have been preaching fear of firearms for a long time so I see a lot of people with an irrational fear of firearms in general. So when people see a firearm in public they automatically freak out, they call 911, the police respond and.... can't do anything. Can't even ID the guy/girl. This I see as a major problem as identified by the Maine Police Chiefs and I think it's perfectly reasonable to stop someone carrying openly and ID them and get their story and send them on their way (minimal delay if everything checks out). I find it terribly confusing how states like Texas can have open carry laws but arrest or cite individuals that are complying with that law, but after someone feels uncomfortable (there's always going to be someone), call the police and now its a crime. Either have the law or don't but the current laws in Texas doesn't make any sense and only goes after good honest American citizens. The courts don't help with their grey decisions that leave a lot to interpretation. Murica!

  13. It sounds like a rigging issue. Are you following wapeddell's tutorial? He shows how to fix issues like that in his tutorial. Also Metalwarz has ped tutorials if you haven't seen them. Both of these guys are on Youtube.

  15. Emergency 5 was confirmed, and I believe they were aiming for 2014 release. Various parts were at different stages as of the interview. The exciting thing is it will be developed for modders (unlike the failures since EM4)!! Interview with the Dev's:
  16. No you need to use GIMS (which uses 3ds Max) and OpenIV to work on modifying peds. You can modify the .odd file with a text editor and you can do simple mesh changes (tutorial here on LCPDFR), but I don't think there's any way around using GIMS to align things properly (but I could be wrong).

Generally I don't like to Monday morning quarterback and I generally give officers a good amount of leeway to use the appropriate amount of force to end a situation, but this encounter just felt wrong to me. As a police officer you have to be able to transition from going from cool calm and cooperative, to deadly force and back down again. I don't know this specific agencies policies for deploying the K-9 but you have a suspect surrendering with his hands in the air, that is in plain sight and you stuff a K-9 into the open window into the suspects face. I'm not aware of any Law Enforcement group that trains their people to do that and it doesn't feel like an appropriate use of force for a cooperative suspect. I'll go out on a limb here and say that the agency will make their K-9 deployment policy more clear on this matter for the future (so this is not repeated again). Yes he had just endangered lives, yes he almost killed officers, but again officers have to use the proper amount of force at that specific time. So yes there were periods of time that they would have been justified at using deadly force, but when the suspect surrenders you can't turn around and shoot him or beat the piss out of him (but we all know this still happens). If they had dragged this suspect out of the car and he had gotten a little beat up from being removed and taken into custody that's one thing. Its an entirely different thing when you turn a K-9 on a surrendering suspect. The thing that the public perceives is that it felt like the officer had the intention of causing significant bodily harm to this suspect because of his earlier actions, NOT his actions at that very moment. Yes, suspects should be treated as a threat until they are cuffed and searched (even then they can bite and kick), but you have to keep in mind that you had enough officers on scene to safely extract a seemingly cooperative/ surrendering suspect without the use of the dog. Now if the suspect refused to come out of the vehicle you have a different set of circumstances and then maybe I could see deployment of the dog if it were in line with department procedures. On a side note even though this officer was cleared criminally expect a civil case to be brought against him and based on what I've seen I expect it to go in the favor of the suspect.
  18. A few people are working on 3ds Max scripts on gtaforums, but afaik they haven't finished them. There was support to import WFT but not export. WDR and WDD is fully supported though. Its too bad its taken this time to work on it, because like you said zmodeler is quite buggy/quirky.
  19. It all comes down to the way you phrase your statement. It's generally not a good idea to say "why do all ..... suck" especially when a lot of guys have a lot of hours invested in their work. There's a lot of stuff out there in the community I don't think is great ,but I'm not going to insult people like that. It's always better to provide constructive criticism so that people can make their mods better and focus on specific things that they can improve. Also keep in mind that there are many more CVPI's that have been made by more experienced guys that are not here on LCPDFR. Just FYI, I'm working on some CVPI models using EVI's newer CVPI. It uses a nice quality interior and I've put a lot of work into equipment, I think people will be impressed with these models. I'm aiming to make a balance of real and fictional models. We're just working out some small bugs now.
