To be honest with ya, I'd rather see them work on improving the multiplayer section of the mod and what not instead. Something bit more practical. I just disable the LCPDFR calls completely and go with Braveheart's. Has made the experience far more enjoyable for me, personally. Only one dispatch, too!

Not sure that's such a great idea. LCPDFR always seemed to be more or less based on freedom of choice. This one should be too, letting the player choose what to do. Having only 3 themes would kinda break it. What if one would prefer to be N.O.o.S.E or the sheriff's? Maybe use the park ranger's model? There's just too many variables to please everybody. Current system works perfectly for people wanting to do their own thing.

LCPDFR is a free modification created for a game called Grand Theft Auto IV + it's DLC's. You can buy it off Steam or any retailer for around 25 bucks or so. Price may vary from store to store. Not sure if I got what you mean by "messing with your PC" but it isn't malicious or anything like that. Majority of the cars, lightbars and other stuff you've seen are various other mods made by the community. You may need an application such as OpenIV or SparkIV to install those. There are tutorials for that all around, though.
