When you downloaded NET Framework 4 and installed it, did you try re-installing the mod? And try running the game as an admin.

No no no no no and no. This mod needs scripthook to work.... And xlive has nothing to do with this.

1.0.4.0 should work with 0.91. Try downloading this: http://www.microsoft.com/downloads/en/details.aspx?displaylang=en&FamilyID=0a391abd-25c1-4fc0-919f-b21f31ab88b7 and then re-install the mod.

I do think LCPDFR requires scripthook to work...

You can download the c++ scipthook version 0.5.1 (Redistributable) here: http://www.gtaforums.com/index.php?showtopic=390582 . And download ScriptHookDotNet from here: http://www.gtaforums.com/index.php?showtopic=392325 Make sure your EFLC ic patched to 1.1.2.0 first.

Update your EFLC to 1.1.2.0, install ScriptHookDotNet and install C++ Scripthook.

When you were arresting with alt + h did you point your gun at the suspect at the same time? It results in a quicker arrest where the suspect just lays on ground cuffed.

I don't know, maybe try holding alt + h for few seconds?

Anyways, i think the rest of the suggestions are fine.

You can press alt + h to arrest them and take them into the cruiser. And if you want to frisk someone, you can press alt + r .

You can pess f6 for him to start following you again.

True... true... But i don't think many of the current players want to see rapes around Liberty City for now.
