Of course you need to buy GTA IV, as this is a mod for it. And i'm afraid your PC would not run GTA IV if you have single core CPU. And if it will run, it will barely work, it would be unplayable.

You can turn the blur off by going into your graphics settings and turning definition on. And enjoy the mod!

Try to re-install LCPDFR now that you downloaded net framework.

Try running the game as an admin.

I'm not sure, but i have never found anything while trying to frisk them at that point. Guess it's just for the looks. While on-duty. Press alt + R to frisk non arrested suspects.

You'll find out if the suspect is carrying illegal firearms. And if i remember right, you might find some stolen credit cards too.

It's better. But i still find the camera angles odd. maybe try focusing into the police car pursuing the suspects and the other way around.

What are your specs?

I believe they are causing it. Car mods tend to cause that bug.
