Install .NET Framework 4.0 and Visual C++ Redistributable.

Try arresting suspect without pointin the gun and just presssing alt+ h . After that you can take them to the police station. After the GUNPOINT arrest the suspect will just lie there.

First of all, your GTA IV version is outdated. Install patch 1.0.7.0 Then, dsound.dll and xlive don't work too good with both on. So decide wich one to use.

It comes with the mod. Try re-installing the mod.

And if you have the trainer, you can clean the car.
