Your mods folder is bad, that's what the LSPDFR error means. It means GTA V raised an error whilst loading the multiplayer map, which LSPDFR uses.

Or, if you have, you have an old version in the root of your game folder (it doesn't go there).

The giant red notice on the homepage adds some context here: A compatibility update for RPH is now also available, fixing an issue with vehicle gadgets with the latest game patch. It's bundled with LSPDFR. Update RPH from the LSPDFR manual download.

It's possible all the content for the snow update is included in this build, and simply gets turned on by a dynamic flag / timer - if that's the case there shouldn't be another executable update.

It's not an LSPDFR issue, but you might be able to get help by making a thread in our GTA V support section.

? You do not put them in plugins/ they have to be loaded by LSPDFR in plugins/LSPDFR or they will not work. Put them where they go then send a new log.
