If I was the driver of whatever that was (a train I guess?), I would just sit there laughing.

Don't install sound mods with OpenIV, for some reason it deletes the file type and sets it to a blank file. Install the same siren with SparkIV, and it'll work fine. Also, if SparkIV isn't working, try exporting the rar contents to your GTA IV folder and running it from there.

I don't know about your GPU, it's very weak. The game is free, so I don't see the harm in downloading it and just trying it out. All your other parts should be fine. Here's the games Minimum Required Hardware, have a look through that: http://battlefield.play4free.com/en/hardware

A few months back we lost our retriever of 13 years, we lasted about 3 days before the silence got to us and we got another dog. Turns out, that was a bad idea and we ended up giving that pup away due to it being a vicious little thing. A few weeks later we got two golden retrievers, brother and sister, and we love them very much. That being said, we never forgot our old dog and probably never will. I still love him now, even though he's no longer with us. My advice would be to wait a few weeks, and when you think you're ready for a new dog make sure it's from a trusted breeder and you know the dogs temperament before rushing anything.
