Install the essentials to their latest versions: Script Hook V, ScriptHookVDotNet, RAGENativeUI, Gameconfig for Legacy & Enhanced V36 Safehouse in the Hills, fwBoxStreamerVariable, Packfile Limit Adjuster, HeapAdjuster, Resource Adjuster.

Try: Right-click dinput8.dll in your GTA V folder. Select Properties. At the bottom of the General tab, look for a "Security" section that says "This file came from another computer..." Check the Unblock box and hit Apply.

Have you tried deleting GTA5.exe from the Grand Theft Auto V folder and then verifying the integrity of the game files? If you haven’t already, add the Grand Theft Auto V folder as an exclusion in Windows Security (or your antivirus program). After that, manually install the latest version of LSPDFR. Also, make sure the GTA V folder has full permissions enabled under Properties > Security. (I suggest: open Command Prompt CMD by selecting “Run as Administrator” and type the following command: sfc /scannow (It scans, verifies the integrity of, and automatically repairs corrupted, damaged, or missing system files) === open Command Prompt CMD by selecting “Run as Administrator” and type the following command: DISM /Online /Cleanup-Image /RestoreHealth (It is an advanced tool for repairing the Windows operating system)

Also, make sure you have the latest versions of the following installed: Gameconfig, fwBoxStreamerVariable, Packfile Limit Adjuster, Heap Adjuster, and Resource Adjuster.

Update RAGEPluginHook! Update to the latest version using the LSPDFR manual install from the website! Drag and drop all files into your GTAV folder as shown here. Update GTA V! Delete the GTA5.exe in your GTAV folder. Then verify game files. Let me know if it works.

Even if you installed Grand Theft Auto V fresh, have you tried verifying the integrity of the game files? Today, a friend of mine reinstalled Windows after upgrading to a more powerful graphics card, but due to a poor internet connection, the game didn’t install correctly. After he verified the integrity of the files, it worked fine. Have you added any mods? If so, try renaming the “mods” folder to “_mods” and let me know if it works. If the game runs without issues, then one of the mods is likely causing the problem. Have you tried this? Go to RagePluginHook.exe → Right-click → Properties → Compatibility. Check “Disable full-screen optimizations.” Click on “Change high DPI settings.” Check “Override high DPI scaling behavior” and select “Application” from the list. Do the same thing for GTA5.exe.

If you renamed the mods folder to _mods and it works, then the issue is caused by one of the added mods. Install the mods one by one to check if any of them are broken.
