I think they use vehicles with no lights for undercover drugdeals and prostitution. Just a guess. I know the Delta Police have a jeep with no lights, i've seen it a handful of times. There is also, you know.. the option its a civilian car.

If you guys are looking for the templates here's a link to corleone's "GMC Savana 2006 LCPD Edition". It has a window template/vehicle template. They use the same templates, as gangrenn has modified corleone's savana into a express.

On minimum low settings, yeah. edit: If you do want a laptop that can run GTA IV, you're going to need a higher budget. Gaming desktops are cheaper then gaming laptops.

For some reason, I really doubt GTA V will support mods. I really want it to, but doesn't rockstar hate mods? or is that EA I'm thinking of..

I played the demo a few minutes ago, and I got a kick out of it. I'm looking forward to seeing this game further developed.
