Well not just the face, but the pose he's in like half spun around makes a good impression of him being taken off guard. And with the hand like that, it's obvious he spun around really quickly. Good posing makes a good image :)

In addition there is a campaign hat and the pants have blue stripes instead of yellow because I'm trying to go for a Massachusetts State Police uniform, as that's where I live.

I stand corrected, you're right. I was under the impression that the sheriff was the only body of law enforcement recognized by the Constitution. In that case, State Police, Local PD, Federal Agencies ect would be all created by state constitutions of acts of federal legislature, however I did some research and you're right. I didn't find any evidence to support my claim. Thanks.
