I think it is F5544's 'Improved State Trooper V1.3' although modified. :)

My apologies, here is the ped model.

I customized it to spawn only with original jacket and original jacketless, no extra colors like white or the aqua blue you see.

In addition there is a campaign hat and the pants have blue stripes instead of yellow because I'm trying to go for a Massachusetts State Police uniform, as that's where I live.
