The Breathalyzer is included in Braveheart's Policing Script, so get rid of that one. Also, it is known to be that the radar mod interferes with the policing script, so either remove the policing script, or the radar script, and as said above, the Dashcam comes with a radar system.

I don't think a 200-300 budget is enough to run IV without texture loss, some car mods are very high poly and that will only make it worse... use that for help. It is expensive but its worth it.

It is the car itself. I have had vehicles where the textures are blurry. I change the car and use the same texture, it comes out clear. So it depends on the car for some reason.

It depends on the ENB to be honest, I have a decent PC that can run a couple of ENBs with good performance, but some (like Metalwars' ENB) make my system lag a lot.
