Could be the handling and vehicles.ide as said above. Try using originals and see if it works.

The ENB doesn't effect traffic, but it effects FPS and Graphics, I could barely run Clockwork without an ENB, don't even ask about it when I had a ENB in. I can use Countryside with and without a ENB with little to no problems at all.

I don't understand, you put a modded vehicle in the pstockade slot, and now there are two black lines coming from that modded vehicle? If so, what vehicle are you talking about? (Link it) Could be a problem with the vehicle.

I don't use any type of traffic loads or fixes, and I am even running an ENB. StillDre has the best maps, and I am using IV and not EFLC... I have no problems.

I'm running Countryside V at a vehicle density of 40, and I have no problems, I would lag a lot with Clockwork, but with Countryside I never lag.

Really? I have an asus motherboard that is 6 years old and I have yet to have problems with it.

It is important to have the exact same mods so your game doesn't crash. Scripts vehicles ect. however, weapon mods sound mods i.e. sirens, do not have to be matching. You can disable police when you play MP. Also it is very important to know when you play MP, if you jump (Down stairs, hop fences or walls, jump on cars etc.) Another person will crash, and sometimes when you get hit by an AI car you can crash too, so make sure to avoid jumping or others will crash which gets annoying after a while.

Don't double post, instead, edit your first post. Check for these things : Make sure your game has been updated to 1.0.7.0 Run the game as an admin. There might have been an error with an mod install. Try putting the original files back in, if you do not have backups, you can get them from here: http://www.gta-downloads.com/en/gta4/file-backups/
