Textures would be in the maps files. Use spark iv or open iv, but you would need to find the station you would be interested in editing.

You have patch 1.0.7 and you are running the game as an admin? If so try deleting ELS, and if that doesn't work try removing the modded cars, by installing backups. If you do not have backups, you can get them from here: http://www.gta-downloads.com/en/gta4/file-backups/

The vehicle models might be too high poly, try replacing them with other models and see if that fixes it. The error you are getting happens a lot, its when the video card cannot handle the amount of ram needed, so your game crashes.

Vehshare has all to necessary textures for every model you make, after that each individual part i.e. lightbar comes with it's own textures

The VisualSettings.dat needs to be changed in the respective locations for the lights.

Videos are good, a better rig will fix the lag, but you still have some nice vids!

You can change the dashcam keys to something else, I am not sure on how to disable the voices. Here is an example: 1, 4, and 7 are the keys that have the cop voices so in the dashcam settings change the radar keys from 1, 4, and 7 to something like 3, 6, and 9 on the number pad.
