I think its a good idea, and Abraxas should consider doing it for a future LCPDFR update. Maybe putting the officer's hand on the suspect's arm, and walking him to the patrol car can be another feat.

You can't fix it, R* takes the files and integrates it into the existing IV files (don't ask me how), so there is no real way to modify TBOGT files alone. I did the same thing, but winded up buying the game as a CD version anyway. There is no directory, and the only way to launch the DLC is from the main game.

move the file to your desktop, then edit it, after you edit it move it back to the original location.

Someone should make a script so the snow could actually be plowed off the road... that would be cool.

Make sure the file is not read only right click the file hit properties and see if it is read only
