I don't know what the reason that it suddenly started occurring for, but you can workaround it to get back to playing LSPDFR (I am not quite sure how to fix it to straight launch from desktop otherwise unfortunately). Launch Steam and Launch GTA. Make sure that you select play story mode and NOT online. Get past the loading screen (police chase, shootout, and any custom loading screens) When you get the option to select story mode, online, and whatever else, alt+tab. Launch RPH from your desktop. You may need to click it twice if it does not initially open. Wait for it to disappear to the bottom left of your screen. Click play story and it should start loading your plugins.

Rockstar disabled Windows 7 & Windows 8 support at the start of February as Microsoft is discontinuing support for both. To my understanding, it was the only way to run ENB with singleplayer, unless someone has since last month figured out a way to get ENB to work without Windows 7 compatibility. If they are addons, you likely installed them as a separate DLC and not in the latest patch day. Addon vehicles will not replace the default units. There are a few things you can do to change that, but the easiest thing to do would be to take the vehicles from the addon and rename each of them to replace a vehicle slot so they respond instead of the default units. Your other option would to be go into every data folder and change police models there to the names of your addon vehicles.

The "new" Ranger CVPI is a livery version of the new Stanier LE (police5). As far as I am aware, there are no dedicated highway patrol vehicles in the game except the police bike (I believe it is branded as HP anyway). With that said, the new cars also released "state trooper" variants of the liveries, which are a simple grey. I don't have my cars as vanilla so I wouldn't be able to show you those cars.

Which addon vehicle are you using (link)? Usually, a spawn message but nothing spawning indicates a faulty data file for the addon vehicle or it conflicts with another addon vehicle. Typically, the fault is simply an error with the vehicles name.

The only map mod with postals that I know is working is the one provided by Simple HUD. As for graphics, what are you looking for necessarily? That's usually based on personal preference, but I personally use Natural Vision Evolved or Natural Vision Remastered with NVE addons. The other competitor would be QuantV, but I don't pay for graphic mods, let alone any of my mods unless its a really good looking vehicle.
