Never heard of a mod like that but I did once talk to car mod maker who was planning on making a snow plow for GTA IV (:D) but I would love to have a script mod like that which allows you to haul trash and all :P

This is a must: http://www.gta4-mods.com/script/less-overtaking-f15306 This makes every LC driver wait at least 25 seconds before they try to overtake you in a traffic light. So basically this fixes the problem, when you were waiting in a traffic light and some car stopped behind you after about 5 seconds the car behind you tries to overtake you and normally breaks your cars rear bumber/rear lights.
