There is an ongoing issue with NVE where you need to use one of its patchdays. I haven't used it myself lately but it might be worth looking at which patchdays NVE adds.

Did you install all requirements in the asi loader settings inside the OpenIV app? Are you using NVE?

You’re all good. We’re trying to fix your game after all. Yes those were the last two possible solutions I have in mind. What I‘d do next is delete the entire GTA V folder and reinstall the game freshly. If that still doesn’t work I honestly have no clue. Maybe fully reset your PC if you want to go down that route.

Sounds like RPH could be the reason for this happening. I‘m not using any addon maps other than what SimpleHUD provides so I cannot confirm nor deny this.
