The first and third ones should already be driven by NPC's. For the middle pack you need to add the vehicles to agency.xml (GTAV/lspdfr/data) and if you have Ultimate Backup, to have those vehicles respond, you'll need to edit defaultregions.xml (GTAV/Plugins/LSPDFR/UltimateBackup)

In regards to the loading, this log seems fine and spans over 2/3 minutes. But I'm glad that ELS has decided to work!

Reinstall the manual version of LSPDFR then drag and drop the contents into your main directory, making sure to replace all files. Then re-try.

To arrest a ped who is fleeing (not just standing there) you need to point your weapon at them and then hold E Try that for me.
