I've encountered people with weird texture glitches and there isn't a lot of answers except for NVR issues and vehicles.meta issues.

I believe that you have to use Mod Manager but I'm not sure. I use ELS so I don't use FiveM ready vehicles, no matter how good they are. You can PM some people who know how to do it for a dev.

Have you edited your vehicles.meta ? Leave 23 unmodified. Verifying your game files doesn't include the mods folder.

Indeed. It is a feature that's supposed to be more realistic for gameplay. I had a highway situation as well. I did a PIT on a high value vehicle then the AI kept screwing up interfering in the arrest. Once we shot the suspect to hell subdued the suspect, EMS was called. It took forever for it to figure out the correct route and weave against traffic. The person was long gone by the time EMS actually got him to the hospital.

Seems like it was the firewall blocking the game. You can add the GTAV fodler to the exceptions in your firewall and antivirus.

Why are there so few dlcpacks? You need to copy the rest over from the update folder.

You can't. You go on duty by going inside the Police Station. If you don't want to, you can use the console command "Forceduty'

The dlclist looks fine. Can you check that the folders of the dlcpacks are in mods/update/x64/dlcpacks ?
