  1. Excessive force means that the police DID act wrong... It means they used more force than what was needed to resolve the situation. In regards to this video, I'm not quite sure if excessive force is the proper term. The dog did run at the officer, but I'm really not sure if the officer was justified to shoot it. I guess that's up for the courts to decide! But props to the officer, he pulled and fired quite quickly. Good reflexes imo
  2. Its not an error, it's a known part of the policing script that the LCPDFR backup will not respond to a car chase in the policing script due to the fact that the scripts cannot communicate.
  3. Yeah, there are a few building around Times Square that will have snipers spawn on the roofs. Its intentional behavior.
  4. You really should have two GTA IV folders on your computer when modding. One folder without anything in it and the other with all your mods. That way you ALWAYS have backups!
  5. You'll first need to scroll down underneath the pictures to Download offline installer: X64: Download X86: Download The first download is for 64x bit systems, and the other is for 32x bit systems. Download the one needed for you. Then, run the .exe file that is downloaded...
  6. Most games will not go over 4GB of RAM anyways, so updating is kinda useless. What needs updating is your graphics card.

  8. Graphical mods do have an effect on gameplay. Many time the mods will have larger file sizes than the default files, making GTA work harder to load the game, which in turn puts more strain on your system. But they will not effect other players. ELS on the other hand is highly unstable online and you *should* try to avoid it, but you can run it if you try hard enough :P

  10. I don't really like DayZ personally, but if you'd still like to get it I'd suggest downloading DayZ Commander: http://www.dayzcommander.com/ Using that you can install and patch DayZ and ArmA 2, very quickly and simply.

  13. Production already stopped for the CVPI. Lucky for me Toronto Police Service bought the last 250 cars the rolled off! I'm going to be seeing them for years now!

  15. LA Noire is a nice police game, but it was a bit too slow for me. I like ArmA 2 personally, because I'm a big military sim guy and that game just takes the cake on that front. Really, it depends on what your interests are...

  17. 1) No clue, probably something in your mouse settings. 2) SNT is simple. Install it, and hit F3. Then use 8,2,4,6 on your NUMPAD to move the menu about, and 5 to select. Be sure to disable the hotkeys for simple native trainer by going into trainer.ini and find "KeyBindingsDisabled=0". Set that to 1 instead of 0 and save. 3) https://www.youtube.com/watch?v=0FqejtsPQ5A 4) Again, no clue but its probably something to do with the fact that the sound file for your character is not there or just not selected. The latter of the two shouldn't be a problem so long as you actually go into the police station and start LCPDFR from that.
  18. But, the snow mod is very simple to install. You just drag the folders into your directory, and tell Windows to replace all the files and merge all the folders.
  19. Perhaps you accidently replaced certain car models with boats? Try throwing in a clean vehicles.img file and see if that fixes anything.

  21. Humph, I run with my density at 100. I just find it fun to weave in and out of traffic while responding to a shoot-out at Hove Beach ^.^ I've had several WTF moments myself, most of them resulting from me playing on hardcore mode. Once I was in a shoot out with a few other officers, and I suddenly got shot from behind me. Wouldn't you know it, my own partner just shot me. If you've ever played hardcore mode, you'll know that if you get shot the rag doll physics kick in. Well, this time my character decided to fall flat on his face... right into the path of an oncoming police cruiser. Let's just say I felt a little light headed...
  22. Go into the ELS.ini file, and find [POLICE 3] EFLC and change Active = 0 to Active = 1. Do that for [POLICE 4] and any other police cars that need ELS.
