Set this line in the lspdfr.ini file (situated into the lspdfr folder): Main.PreloadAllModels = false In this register (i know that now is probably resolved) but the problem was PersistentFlashlight and you must update LSPDFR to 0.4.7 (Build 7529)

That's strange, try to verify the game integrity if you have Steam or click on the Rockstar Games Launcher with administrator privileges and click on GTA 5. In both cases the game data will be verified and the corrupted/missing files were repaired/added

From your GTA 5 folder go to LSPDFR folder - audio - scanner - Traffic Policer Audio (remove this folder); Again back to GTA 5 folder, go to Plugins - LSPDFR - Traffic Policer.dll and Traffic Policer.ini (remove this two files)
