Try to make an exception o the game and then if the problem persist disable alo Windows Defender. Let me know

Ok, now i have more fewer ideas. Remove Ragepluginhook and uninstall lspdfr and enter GTA 5 with administrator privileges

Have you tryied to play with a vpn and with a cable?
