RegEdit seems fine. Next try selecting your Main Directory folder. Then right click and Properties. Then the Security tab and set the user permissions to All. Then save. Re-install manual LSPDFR. Restart PC and try again.

That is because the information is set up as an addon, you would have to find the entry for it and change the name to match the new vehicle file name you gave it.

Since your folder seems fairly empty, clean the Main Directory by making it look like the appropriate section in the image below. Once that is done, verify your game files. Verifying Game Files:
