    As Dingleberry said, setting it to windowed mode may help.  You can then go into the settings and go into fullscreen.  I do want to correct Dingleberry on one thing.  Rage does show in full screen and works fine.  There are just times where temporarily setting to windowed mode fixes certain problems.

    After extensive research I have finally found the siren strings for ELS and all but two siren tones are now working in-game!
     
    They seem correspond to the OpenIV assigned names but they have the beginning part of the string added. These were all found by me personally through research and experimenting, so you're welcome (also would appreciate this being a pinned topic for others to find). From what I gather the string is basically referring to the location of the siren file in the game's archive ('RESIDENT' being the RESIDENT.rpf and 'VEHICLES' being vehicles.awc, followed by the siren name). Strangely, the siren names identified by OpenIV for the main LSPD tones and the Sheriff Granger tones don't work so I will need help with that. Anyway, enjoy!
     
     
    LSPD Main Police Siren:
    "VEHICLES_HORNS_SIREN_1" - Police Primary
    ("RESIDENT_VEHICLES_SIREN_PA20A_WAIL" doesn't work for some reason)
    "VEHICLES_HORNS_SIREN_2" - Police Secondary

    My three requests are:
    1. Why are a few of them not working, particuarly the Sheriff Granger ones? Could someone with knowledge help?
    2. Can we get an AI Sirens mod that makes the AI change siren tones based on the vehicle's VCF siren setup?
    3. Is there any way to remove the pitch filters that are applied to some of the sirens? (e.g. the ambulance and fire truck sirens in-game are lower pitched than the actual file itself)

    There's a small problem with the RDE install where it doesn't install some of those LSPDFR plugins, so just open the OIV with WinRAR or 7zip and look for the EMSUnits.xml (if it says EMSUnits_SUP.xml then just rename to the actual file and replace the one in BetterEMS

    Technical issues on LCPDFR.com, release here will be delayed by 30 - 60 mins; gta5-mods upload is almost done, then it's a matter of waiting for a moderator to approve it.

    Files? RDE works like a charm with LSPDFR without any extra files. Install the LSPDFR Backup.xml addon and you're all good to do. And if you have extra plugins, there's configs for Arrest Manager, Automatic Roadblocks, Better EMS, Custom Backups, Police Smart Radio, Cop Holster,  and even Simple Trainer, which lets you spawn the added vehicles and peds through the "Added vehicles menu" and the "Added peds menu".

    And if you're wondering why RDE in general is great for LSPDFR users, here's why:

    One of the amazing features of RDE is the huge amount of new law enforcement agencies, departments, vehicles and peds.

    You have plain old LSPD and LSSD, but with a ton of more vehicles and way better textures. Then you have other, smaller departments within Los Santos like the Airport Police and Port Police, and you even have the BCSO outside of Los Santos, the Blaine County Sheriffs Office.

    You have state agencies like SAHP (Highway Patrol) and SASP (State Parks), as well as SADCR (Corrections).

    And, you of course have federal agencies, like FIB and FIB Marked Police, NOOSE SEP, NOOSE PIA and NOOSE TRU. You even have the US Air Force Police in the game.

    Remember that all of this is in addition to the coast guard, fire departments, medical services and military. All of the agencies, departments, vehicles and peds do spawn ingame, and you almost don't have to do anything. Install the .oiv auto installer using the custom software and OpenIV, and you're good to go.

    I use RDE with my LSPDFR game because I get a much more realistic experience, and the opportunity to play as and with much more than just LSPD and LSSD. It's all lore friendly and is amazing even for people that care alot about the details. If you were to do this yourself, add this many vehicles, peds, and spawn area, you'd probably sit for "a few" hours, trust me ;)

    The wait is finally over; RDE 3.1 will be released on August 10th. We hope that you will enjoy what we have in store for you. 3.1 brings not only bug fixes, but also a huge number of new content, features, improvements and performance enhancements. We have worked hard to make sure RDE is even better than before! We've heard from multiple sources that they wish for more transparency and communication from us going forward. Your concerns have been heard. The private RDE Discord server will be going public on release day. This will be your opportunity to stay connected with the team and get special sneak peaks on what we have in store for the future.

    I don't know if LT. Caine is still working on ELS but if he made so you can use more sirens at once rather than using the police siren for all ELS vehicle, that would be a bit more realistic and great! Hope this can get implemented.

    I finally managed to fix it by installing   Visual C++ Redistributable for Visual Studio 2015 (x64)  and   .NET Framework 4.. :D
