That's up to the author of the mod, only time will tell or unless he makes a statement somewhere.

Look for ACORONAS and change the value to whatever light you're talking about to 0.

You can disable it with the ELS menu open by holding ctrl + 1, 2, 3, etc. It can also be disabled by going into the ELS file for that car. To my knowledge it can't be dimmed.

The force callout key has actually been removed from 0.4. You can force a new call out through the Interaction Menu under "Police Radio". Forcing a new callout should also end your current call.

Installing vehicles is no different in 0.4 then it was in 0.3. There are numerous tutorials on this site along with youtube that will be able to help you. Here is one.

I don't know where you're getting your information from, ELS works fine with 0.4. They're 2 completely separate mods.

You're able to cycle through the backup menu by changing the response options. I believe EMS is under code 2 or code 3. Corners and tow trucks are not included in 0.4, but 3rd party mods can be downloaded which will allow you to utilize those resources.

You were not able to post in the support forums because they're currently closed until further notice. Have you tried creating a character through the game menu?

Uninstall the game and delete the game directory folder. Then reinstall....
