How to replace police cars in LSPDFR 4.0?

LSPDFR 4.0 has me confused.

 

I am using a vanilla retail version that works just great with LSPDFR 4.0 but missing the coolness of my LAPD cars, their ELS radiance and the authentic LAPD officers in my collection.

 

Can anyone please tell me how to replace game version police cars, etc with what I used with 3.0?

I do thank you for this but I have been changing cars via MODS folder for years.

 

In prep for 0.4, I deleted all plugins and deleted the original MODS folder.

 

I loaded 0.4 via set up, not manually.  I then reloaded RPH.   Scripthook V  -  v1.0.1604.1

 

GTA V is retail and up to date.

 

Game plays fine.

 

So, to put my custom things (cars/officers) I created a new one and pasted in the UPDATE & x64 folders.

 

Added the files. No different than before.

 

However, it appears that  as long as a MODS folder exists (for me) with - UPDATE & x64 folders - LSPDFR freezes GTA V as it attempts to load.

 

Thoughts on what I may have missed?
